［とくダネ！ナオキ 第94話］欧州アクセシビリティ法（EEA）（記事）
通称EEA(European Accessibility Act)は正式名称DIRECTIVE (EU) 2019/882 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 17 April 2019 on the accessibility requirements for products and servicesというEU指令で、2025年6月28日から完全施行されています。
第2条第2項にこの指令の対象となるサービスが規定されています。
2. Without prejudice to Article 32, this Directive applies to the following services provided to consumers after 28 June 2025:
(a) electronic communications services with the exception of transmission services used for the provision of machine-to- machine services;
(b) services providing access to audiovisual media services;
Perplexityの解釈では、(b)services providing access to audiovisual media servicesは、「ユーザーがテレビ放送やオンデマンド映像配信などの視聴覚メディアサービスへアクセスするあらゆるWebサービス、アプリ、電子ガイド、接続端末、配信プラットフォームなどを広く指します。加えて、字幕や音声解説などアクセシビリティを高める機能も含まれます。」となります。ということは、メーカーがYouTube上に置いた製品説明はEEAの対象サービスに該当する可能性が高いです。EEAを詳細に調べて対応する必要があるかもしれません。
なお、一般的な対象製品およびサービスはEuropean Commissionのサイトでは以下のようになっています。
- computers and operating systems（コンピューターおよびOS）
- ATMs, ticketing and check-in machines（ATM 、発券機およびチェックイン機）
- smartphones（スマートフォン）
- TV equipment related to digital television services（デジタルテレビサービスに関連するテレビ機器）
- telephony services and related equipment（電話サービスおよび関連機器）
- access to audio-visual media services such as television broadcast and related consumer equipment（テレビ放送などの視聴覚メディアサービスへのアクセスおよび関連する消費者向け機器）
- services related to air, bus, rail and waterborne passenger transport（航空、バス、鉄道、水上旅客輸送に関連するサービス）
- banking services（銀行サービス）
- e-books（電子書籍）
- e-commerce（電子商取引）
